Appropriation

The second step, following “authorization,” through which federal agencies make payments from the US Treasury.

Build-own-operate-transfer (BOOT)

A form of public-private partnership, usually for large-scale infrastructure projects, through which the government awards a private entity a concession to build, own, and operate a facility for a period, before (in theory) transferring ownership and operation to the public.

Design-bid-build (DBB)

A form of public-private partnership through which private entities submit designs and cost estimates for all or part of a publicly managed project to secure a building contract. Also called “general contracting project delivery method,” “hardbid,” or “design-tender traditional method.”
